Two ULFA cadres killed in Changlang, six arrested
ITANAGAR, Dec 15: Two ULFA militants were gunned down by security forces on Wednesday at Dharmapur I village under Miao sub-division of Changlang district. The duo has been identified as 19 year old girl Punkhi Moran and 16 year old boy Pulok Tyoli Mahanta. Dharmapur is a Chakma inhabited area. While talking to this daily OC (in charge) of Miao police station Bharati Mingki informed that it was a joint operation of army, Assam Rifles, CRPF and civil police.
She also added that 6 more cadres have been arrested. All the cadres reportedly hail from Tinsukia district and are believed to have taken shelters in the area.
Meanwhile, the All Arunachal Pradesh Students Union (AAPSU) has expressed concern over presence of ULFA cadres inside Arunachal territory.
"Presence of ULFA cadre in the Chakma habited blocks deeply concerns us. Proper investigation should be done so as to unearth the truth. In recent years, there has been reports of ULFA movement in districts like Namsai, Changlang and other parts of eastern Arunachal.
State government should take serious note of such report and take every possible step to protect the people living along the Assam-Arunachal boundary," said AAPSU General Secretary Tobom Dai.
Cong Panchayat members come in support of Rijiju
ITANAGAR, Dec 15: In the wake of reports alleging corruption charges in regard to Kameng Hydro Project of NEEPCO, the Panchayat members of the Congress party on Thursday, released a statement claiming that Union Minister Kiren Rijiju was vending his responsibility towards the people as opposed to the corruption claim which recently brought Rijiju in focus.
The Panchayat members namely, Nafra ZPM Miali Sangchoju, Singchung ZPM Rina Lali and Bichum ASM, Sange Lamu has in a release stated, 'We were astonished to hear press reports alleging corruption charges in regard to Kameng Hydro Project of NEEPCO. We were deprived of the rightful payment due to us for performing the services of providing boulders for the project being engaged as a sub-contractor of Patel Engineering. As we were having financial difficulties, we approached NEEPCO and Patel Engineering administrative multiple times but they did not release our payments.'
The Panchayat members claimed that they approached Kiren Rijiju for conveying their grievances since it is the responsibility of elected representative to resolve the grievances irrespective of political affiliation.
Orange festival begins at Dambuk
DAMBUK, Dec 15: The 3rd Edition of Orange Festival of Adventure & Music began at Akoko Village at Dambuk today.
Inaugurating the four days Adventure & Music festival, Deputy Chief Minister Chowna Mein said, "The landlocked Dambuk has gone global with the Orange Festival".
He said that fusion festival of music and adventure has made the name of Dambuk famous and he hoped that with the presence of 60 journalists covering the event this year, the place would become more popular.
He said that the state has calendar events -Tawang Festival, Music Festival of Ziro, and Adventure at Mechuka and Orange Festivals at Dambuk which are being organized to promote tourism of the state.
He added that Poi Pee Mau Festival at Namsai is also being celebrated with the same motto to promote cultural and religious tourism. He said that with tourism, economic activities must also follow.
We have also ample scope to bring in investment in the state but for that we need to create conducive atmosphere, he said while suggesting for Home Stays.
We must encourage the people to take up horticultural activities which would give economic returns to the farmers, he said. He expressed the hope that with the completion of Dibang Bridge and Trans-Arunachal Highway, the marketing of the agriculture and horticulture produce would be facilitated to a great extend.
Deputy Chief Minister assured to provide fund for renovation of Dambuk Township, Bomjir to Paglam roads and to incorporate construction of four roomed circuit house in the budget.
He also informed that Govt is considering the construction of approach road to Sissiri Bridge and for early completion of bridge over Sisiri on priority to improve intra state connectivity.
Parliamentary Secretary for Tourism, P D Sona said that Arunachal is growing in the tourism sector. He said that Tourism can be the source for revenue generation as well as employment opportunities for the youth.
He, however, called for responsible tourism that would contribute in the economic activities of the people.
He said that for development and tourism industry to grow, support and collective effort of the peoples are essential.
He said that call of the time is eco-tourism and cleanliness.
Parliamentary Secretary for WRD, Gum Tayeng while submitting a memorandum to the Deputy Chief Minister on the occasion said that Dambuk being a river locked area remains cut off from all sides for a major part of the year, therefore development is not taking place at a desired pace in all sectors. He submitted a four point memorandum including renovation of Dambuk township road, renovation of Bomjir to Paglam road, Bridge at 14 KM on Sisiri River and Sanctioning of Community Health Centre building.
DC Roing Deepak Shinde and ADC Dambuk Atul Tayeng also spoke on the occasion.
Deputy Chief Minister flagged-off J K Tyre 4 X 4 Fury Off-roading competition in which 22 numbers of cars/racers are participating.
Major cultural attraction were Tapu Dance of Adi, Igu Dance of Idu Mishmi.
The third edition of the festival includes performance by Far Beyond, the star singer and metal guitarist Yngwie Malmsteen, who is performing for the first time in India. There will also be host of bands from the North East and other parts of the country in music. The adventure activities include Maruti Suzuki National Super League TSD (NSTSD) Rally Championship 2016, river rafting, ATV ride, dirt cycling, Burma bridge sky walk, zip-lining, elephant ride, birding and trekking.
Earlier, Deputy Chief Minister Chowna Mein visited Community Health Centre and Govt Higher School, Dambuk.
During his visit to CHC Dambuk, DCM was apprised of the dilapidated conditions of the building. He assured to facelift the CHC building. Principal of Higher Secondary School also apprised the DCM about the shortage of Chemistry, Biology, PCM and English Teachers.
DCM said that the govt will soon conduct recruitment of subject teachers.
RGU signs MoU with ICSI
ITANAGAR, Dec 15: A Memorandum of Understanding (MoU) has been signed between Rajiv Gandhi University (RGU) and Institute of Company Secretaries of India (ICSI), NE Chapter, Guwahati, for a collaborative endeavor towards producing and developing company secretaries through conduct of coaching and examinations for the award of professional qualification while creating a synergy between the university level education and professional education to students in an academically mutually benefitting way.
The MOU was signed by Registrar Prof. Rachob Taba, Prof. R.C. Parida, the Dean faculty of Commerce & Management, Prof. Tasi Kaye and Prof. S.K. Jena of Dept. of Commerce representing RGU in presence of the Rajiv Gandhi University Vice-Chancellor Prof. Tamo Mibang on Thursday at the university. CS Biman Debnath, Chairman ICSI NE Chapter and CS Chiranjeeb Sarma Roy incharge of EIRC, ICSI NE chapter, Guwahati, signed the MOU document representing the ICSI, Kolkata.
The MoU aims at providing new avenues for access, sharing and developing technical knowhow between the two organizations in the field of company secretary studies.
RGU VC Prof Mibang termed it as a welcome step and expressed his optimism that the MoU will be action oriented and result yielding.
With the signing of MoU an ICSI study centre was formally launched in the university's department of Commerce.
In the sideline of the signing of MoU CS Biman Debnath, Chairman ICSI NE Chapter said that a time framed and evaluation based performance will be executed jointly with the start of a planned career awareness programme in the selected affiliated colleges of the university very shortly.
Prof R C Parida, the Dean faculty of Commerce & Management and Prof Tasi Kaye, Head of the department of Commerce also spoke on the importance of the company secretary studies in the present context.

APCC charge Modi govt of depriving local entrepreneurs
ITANAGAR, Dec 15: Arunachal Pradesh Congress Committee (APCC) has charged BJP led Modi government of taking undue advantage for the benefit of big corporate houses, sabotaging and depriving the State, Departments and local entrepreneurs.
It alleged that against Integrated Power Development Scheme (IPDS) for electrification works of Itanagar Town, Naharlagun town, Seppa town, Pasighat town, Aalo town, Ziro town, Daporijo town, Tezu town and Namsai town amounting Rs. 150 crores & 90 lakhs vide no.SE/APEC-l/Cont-39/2016-17/3393-3443 dated 5/12/2015, the works were made into a single project and a global tender was invited depriving local contractors.
Demanding immediate cancellation of the global tender and also calling for fresh tendering township wise to encourage local contractors, APCC warned of resorting to democratic movement if the demands are not met with.
West Siang DC hands over the land for TAH
AALO, Dec 15: The acquired land strip from Tai to Gabu stream of Trans Arunachal Highway under Siang district was formally handed over by the district administration to PWD (Highway) on Dec 12 for onward handing over to the Concessionaire.
On being contacted, Assistant Engineer (Highway) Gemar Padu who took over the land on behalf of his Chief Engineer as handed over by DLR&SO Takam Titus on behalf of West Siang DC informed that the Chief Engineer has again forwarded it to CE (NER), Ministry of Road Transport and Highway, Govt. of India for handing over to Concessionaire.
AE Padu said that it was only possible due to the painstaking and untiring efforts of Chief Engineer Bora Ete and his team of Officers on Mission Mode with the constant support of the District Administration, TKE and all stake holders.
The TKE Ltd. has already started construction work at Aalo township and Darka village area. DC Gamli Padu who is personally monitoring the progress of work told the officials of TKE Ltd to carry out the work on war footing and assured that district administration will take necessary steps for encumbrance free execution within the acquired land strip. APCF allege illegal appointment in tax and excise department
ITANAGAR, Dec 15: Alleging illegal appointment of two inspectors, 10 LDCs and two drivers in Trade and Commerce department in the month of January 2016, the Arunachal Pradesh Colleges' Forum (APCF) has demanded that it be cancelled immediately within 15 days.
In its representation to the trade and commerce minister, it also called for CBI inquiry into the appointments alleging that though the appointments were made in January 25, 2016 the written examination was given on August 28, 2016.
In another of its representation submitted to the education and libraries minister, it demanded creation of more departments in Arunachal University, Pasighat.
'Due to limited intake facilities at Rajiv Gandhi University, many poor students cannot get admission, that is why Arunachal University needs to create more departments for better convenience of students,' it reasoned.
Its other demands include sanctioning of fund for infrastructure development at Arunachal University Pasighat and sanctioning of fund for proper boundary wall of Arunachal University, Pasighat.
Thongdok attends 62nd CPA conference
ITANAGAR, Dec 15: Arunachal Pradesh State Legislative Assembly Speaker, Tenzing Norbu Thongdok has attended the 62nd Commonwealth Parliamentary Association (CPA) Conference being held in London, United Kingdom on Thursday.
The Speaker, while addressing a workshop held on the role of parliamentarians in implementing and monitoring policies relevant to the sustainable development goals said Parliamentarians must endeavor to entrench the three dimensions of development namely, environment, economy and society, in the constitutions of the respective nations so that parliaments are no more talking shops but become workshops on this new agenda. He further said that at least for a continuous period of ten years, resources in a fixed proportion must be assigned for each of these 17 goals with annual increments so that growth on these goals take place consistently. Constitutions must proscribe secceeeding governments from tweaking these allocations for political considerations.
Regarding the role of the commonwealth in supporting the outcome of the COP21 Paris Agreements on Climate Change, the Speaker opined that the Commonwealth must adopt COP21 Paris Convention as an achievable goal in its own charter. "We must resolve to incorporate this target of reducing warming by 2 degree centigrade in each country's National Governance Policy. We must review at every quarter, at parliamentary levels our own actions in all areas to see whether this target has been proportionately fructified. An annual blueprint of Action Plan in this behalf is a must for each commonwealth country with the commonwealth secretariat receiving reports from member countries and advising them suitably".
Thongdok had also endorsed Indian Prime Minister's proposal of a Global Alliance on Solar Power which was duly supported by the French President at the G-20 Summit in 2015.
Panchayat bodies asked to formulate holistic development plan
LONGDING, Dec 15: Longding ADC, M Loyi asked Panchayat bodies to formulate holistic and pragmatic development plan that would truly benefit the villagers in the long run.
He said this during a district level brainstorming session on participatory planning process under 'My Village My Development Plan' held here on Thursday.
Loyi, who is also the District Panchayat Development Officer, further emphasized the importance of planning for proper implementation of any developmental scheme in the area. He said village development plan should roll out from village level because villagers know their need and requirements.
Describing the new concept of My Village My Development Plan as innovative and development oriented, Loyi asked the PRI leaders and member secretaries to take full advantage of the programme.
While highlighting the concept of 'My Village My Development Plan', Assistant Director-cum-Course Coordinator, SPRC, Itanagar, Mihin Lali further informed that he along with master trainers of Longding district would visit villages to educate PRI members about the modalities and methodologies of 'My Village My Development Plan'.
Longding-Pumao, EAC-cum-member secretary, Atin Padung also spoke on the occasion.
Govt. urged to enhance SK oil quota
ITANAGAR, Dec 15: The Arunachal Pradesh Kerosene Dealers Association (APKDA) has in a release on Thursday requested the state government to increase the quota of the SK Oil as per requirement to 2720 KL from existing quota of 496 KL.
In a meeting held on Dec 14 last in Naharlagun, the association has sought allocation of least 12 KL for all the whole sale dealers in order to meet up the growing requirements.
While endorsing the steps initiated by the All India Kerosene Dealers Federation (AIKDF), the Association appealed to the Ministry of Oil Petroleum and Natural Gas to convert all the SKO dealers of the country to LPG distributor, petrol pump or CNG pump whichever is viable in the state as the SKO dealerships are gradually becoming unviable business due to GoI's policies like Pradhan Mantri Ujjawala Yojna which is promoting domestic LPG replacing SKO as cooking fuel.
AYO decries arrest
ITANAGAR, Dec 15: Arunachal Youth Organization (AYO) has decried the arrest of its leaders saying that it was a pre-planned strategy of the administration and police to betray the organization.
Claiming that the organization was compelled to declare bandh call, the AYO in a release said it had decided to organize peaceful dharna outside Civil Secretariat in favour of its nine-point charter of the demands after the CM was adamant to look into its series of memorandum on the demands. However, the Capital DC did not give permission for dharna, which compelled the organization to call for a bandh, the release said.
The release further claimed "AYO president Giogi Talar and general secretary Kaling Tasing were granted anticipatory bail on Dec 8 by the CJM court but unfortunately when the duo reached the Police Station on Dec 14 for bail formalities, both of them were taken for medical check-up at nearby Itafort Dispensary and later put in lock-up."
The release said when the AYO leaders were busy for arranging the bail bond of Rs 20,000 each for Kaling & Talar as suggested by the IO of the case at around 3.35 pm, the duo were produced before the DM, arrested under Arunachal Pradesh Unlawful Activities (Prevention) Act. 2014 and later sent to central jail.
Denouncing the arrest of its leaders, the AYO said, "instead of imposing such dreadful Act on the bandh callers, the corrupt politicians, bureaucrats, technocrats should be booked under Section 3(1) of Arunachal Pradesh Unlawful Activities (Prevention) Act.2014."
Students question CS statement
ITANAGAR, Dec 15: The All Papum Poma Students' Union (APPSU) has strongly condemned the alleged statement of Chief Secretary Shakuntula D. Gamlin made during a meeting with Airport Authority of India, Chairman to discuss the proposed green field airport. CS is reported to have stated that Hollongi is disputed area due to presence of Chakma-Hajong refugees.
"The Chief Secretary has hurt the sentiment of indigenous inhabitants settled in the foothills of Hollongi, Kokila under Balijan Circle," stated APPSU. Further they added, "We would like to inform that as per the government records the Chakma settlement in Balijan - Kokila area were done during period between January-March 1968. They were settled in ten blocks. Number of households was only 220 which was divided and settled under ten blocks. Initially each house hold was allotted with 5 + 1 = 6 acres (5 acres WRC and 1 acres house site) of land for their settlement within confined area. Total areas allotted for Chakma's was 1, 320 acres of land only (220 household x 6 acres each)."
"The remaining areas of land in the foothills till boundary area with Assam are owned by indigenous APST inhabitants. As per the report there is no record of any dispute between Chakma dwellers and APST tribe. There is no claim and objection by Chakma on development of New- Greenfield Airport at Hollongi. So the question of dispute does not arise," the union added.
They urged CS to take decision rationally without being biased.
Further APPSU has appealed to the Chief Secretary to give clarification on the matter and give correct information to civil aviation ministry.
ECI launches ERONET
ITANAGAR, Dec 15: Election Commission of India (ECI) has launched ERONET software to enable voters to enroll, correct and access their details online through the website www.nvspin. From now onwards, all activities of the electoral rolls will be done through this portal.
To enable the quicker return of postal ballots of service voters, their enrollment through E-Registration and receipt of votes through' E-Transmitted Postal Ballot System (ETPBS) has been launched. ETPBS will be applicable in all elections from now on.
Further ECI has also directed for collection of coloured photographs of voters to replace Black and White EPIC cards with coloured PVC cards.
In this regard, Chief Electoral Officer Kaling Tayeng, had convened a meeting of all the EROs and Independent ADCs in Nirvachan Bhawan here on Thursday for familiarizing them about this.
DC/DEO, Namsai and NLMT-ECI R K Sharma imparted necessary training on PVC EPIC.
ERO, Ziro & SLMT Lod Takar gave a demo of the process on ETPBS.
Training on ERONET was also imparted.
2nd review meeting of PPWF 2017

Jairampur, Dec 15: The second review meeting for the successful celebration of Pangsau Pass Winter Festival 2017 was held here at the ADC Conference hall today.
MLA Laisam Simai who chaired the meet said PPWF is the festival of the state and being a host district it's our responsibility to share the workload to make the cultural events mega and successful. He appealed all the work force involved to work sincerely keeping aside their political differences.
He also informed that the CM Puma Khandu has consented to inaugurate the festival and MoS (Home) to conclude PPWF 2017.
He said, it being a state tourism festival we should try to include the colour of our state in the festival. He concluded by asking all the govt officials and public to contribute in the successful celebration of the festival.
PPWF celebration committee president Khinranong Tikhak said everything is ready and we will start replicating the layout as soon as bamboo arrives from the villages. He also disclosed the requirement of home stay facilities and said all the arrangement has been done.
The opinion of the public and HoDs were also taken into consideration before chalking out the tasks for the incoming days.
HoDs from Changlang along with Jairampur also participated and works were distributed according to their expertise.
Training on organic waste recycling
PASIGHAT,Dec 15: As part of its effort towards proper and systematic waste disposal and utilization of organic waste by recycling to convert as manure/organic fertilizers under Swacch Bharat Mission(SBM), the Pasighat Municipal Corporation(PMC), in collaboration with College of Horticulture and Forestry(CAU),Pasighat, today conducted a one-day fruitful training on organic waste recycling through vermicomposting" for SHGs, ward members and staff of PMC at CHF, Pasighat.
Dean,CHF, Dr. A.K.Pandey, in his keynote address stressed on keeping their surroundings and wards of Pasighat clean, green and garbage free.
The biodegradable organic waste converted into manure through vermicomposting can be used as organic fertilizers for plants.
he said that due to production of more wastes particularly in rapidly expanding urban areas, there was a need to evolve a systematic and proper waste disposal method to combat pollution towards the larger goal of cleaner and greener towns and cities.
Dy. Chief Councilor, PMC, K.Darrang, terming the vermicomposting projects of organic wastes as viable economic activity assured of all support from PMC. He said that performing and dedicated SHGs will be given priority for loans under National Urban Livelihood Mission (NULM) and facilitating linkages with banks.
Further, he informed that PMC has also submitted proposal for setting up of recycling plant at Pasighat to the GoAP and also sought the cooperation of the SHG members and people for Clean and Greener Pasighat.
MEO, PMC, Ainstein Koyu, also informed the trainees that the capacity building component under SBM is an effort to make organic waste recycling as an economically viable activity to turn organic waste into resource. Under the vermicomposting pilot project, he informed that PMC will tie up with Govt and Banks for providing financial assistance to the best projects and called upon them to avail the technical expertise of the agronomist ,CHF.
He also called upon to impart training in their respective wards.
Dy.Director , PMC, P.K. Thungon underlined the role of SHG members and people of Pasighat for success of the waste management project. He also shared the role of the SHGs of Gujrat in being vital stakeholders with Municipals in revenue generation in the area of solid waste management.

Community participation for development of tourism
ITANAGAR, Dec 15: One day event on community participation for development of tourism in Siang District was organized on Wednesday by Department of Tourism, Siang district at tourist lodge Boleng.
DTO Siang district TK Kopak said that conservation and tourism must go hand in hand.
He said only community participation can make tourism successful in the state and shared the benefits of introducing home stay to boost economy where women participants requested him to provide them home stay training.
He informed the gathering about how Naga people changed themselves to conserve their flora and fauna and Nyishi replaced the beak of hornbill from original to artificial in order to save hornbill.
During the discussion, the participants stressed on conservation of flora and fauna and encouraged on reintroduction of traditional hunting system to protect the animal from mass killing.
Further, the house resolved to celebrate the Solung festival by introducing traditional games and sports and other traditional activities to attract the tourists.
Supported by Ane Siang Tours & Expeditions, the group discussion was chaired by former minister Tahung Tatak which was participated by ADC Boleng Taro Mize and others.
Career counseling programme organized at Kalaktang
ITANAGAR, Dec 15: A career counseling programme for the students was organized by Khalaktangpa Employees Welfare Association (KEWA) at Govt. Higher Secondary School Kalaktang on Dec 10 last.
Speaking during the programme as resource person, Assistant Professor, Department of Molecular Biology and Biotechnology (MBBT), Tezpur University (A Central University) Dr Nima D Namsa said that there is an urgent need for affordable and quality education in the state of Arunachal Pradesh.
He emphasized that the quality education (if taken in the right spirit) can be used as a powerful tool to bring a paradigm change not only at the individual level but to change the whole society. "This is possible if we rebuild the 'Education Triangle' which is the make or break relationship existing between parents, teachers and students. This bonding must be strong, focused and positive to support student learning which hardly exists in the present system of education," he said.
Dr Namsa explained the participants about the plethora of opportunities for higher education in India with the support of number of fellowships. He expressed his opinion that in today's interconnected and technology-driven world, a learning environment or at least one common classroom should have LCD projector equipped with computer to facilitate more conceptual exchange of knowledge through movies/powerpoint presentation.
As an alumnus of the school, Dr. Namsa contributed one LCD projector, computer accessories and a pH meter. He further assured to the students to extend all possible help to achieve quality education.

UFC wins Siang Adventure-cum-Cultural Festival Football Tournament
YINGKIONG, Dec 15: United Friendship Club (UFC) emerged as the winner of the Siang Adventure-cum-Cultural Festival Football Tournament by defeating Palling Football Club (PFC) in the final match played at General Ground here on Wednesday last.
State Legislative Assembly Deputy Speaker, Alo Libang, Core Commander Siang, Brid. SS Virk and Deputy Commander had also witnessed the final match.
Earlier, during the match, PFC dominated the first half with a goal by Anying Taron. However, UFC regained their form in the second half of the game with Kangkiram Panyang and Geni Lego scoring one goal each to win the match by 2-1 goals.
Ani Apang and Geni Lego were selected as best goal keeper and best player respectively.
Earlier, in his inaugural address, the Deputy Speaker lauded the army for organizing the tournament which would help the local youths showcase their hidden talents. He also appealed to the general public to extend their support to such innovative festival paving way for adventure sports tourism.
The Deputy Speaker along with Core Commander Siang brigade also gave away the prizes and certificates to the winners of various sports competition on the occasion.(DIPRO)
Health functionaries urged to create awareness on Antenatal care
YINGKIONG, Dec 16: District Hospital DMO, Dr. Rajesh Tatan called upon the health functionaries especially, ASHAs to spread awareness in the rural areas about the need of Ante Natal Care (ANC).
He was addressing the medical staff and ASHAs during the launch of Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) at District Hospital here on Wednesday last.
Dr. Tatan also urged the PRI members and all stakeholders to contribute in imparting knowledge and awareness at grassroots level.
DRCHO, Dr. Appir Apang, in her address said that the programme aims at providing quality ANC service at designated obstetricians and MOs and invites active participation from private practitioner on voluntary basis.
Also present on the occasion was Anchal Chairperson, Api Kombo who urged the health functionaries to spread awareness on the need of ANC for pregnant women in rural areas and to monitor the functioning of ASHAs. (DIPRO)

ITANAGAR, Dec 15: A city level workshop on Swachh Survekshan 2017 was organized by Itanagar Municipal Council at Banquet Hall here on Thursday.
Highlighting the purpose of the workshop, Chief Municipal Executive Officer Habung Lampung informed that Itanagar is participating in the Swachh Survekshan 2017 along with 500 other cities in which there will be rating/ competition among the cities in terms of cleanliness.
Informing about various initiatives taken up by IMC to remove the tag of Itanagar as the 3rd dirtiest city in India, he expressed confidence that with the cooperation of citizens, Itanagar will soon become one of the cleanest city in India.
Parliamentary Secretary UD & ULB Techi Kaso urged that any good cause for society must be dealt with team spirit among officers, politicians and public. While dwelling at the importance of individual and public toilets, he informed that he is ready to dedicate his MLAD fund for construction of community toilets. He further urged the gathering to cultivate sense of responsibility and ownership for Itanagar.
He further stressed that sanitation cannot be tackled by Government alone, if the citizens do not participate and urged the citizens to cooperate and work towards making Itanagar clean and green.
Chief Councilor IMC Kipa Kaku dwelt at length about the challenges to tackle sanitation activities in the initial years and urged the citizens to change their mindset to see that Itanagar becomes one of the cleanest city. She also requested for early handover of all completed projects to IMC.
Deputy Chief Councilor Tarh Nachung informed that garbage collection has been outsourced to NGOs/SHGs in order to meet up with the shortage of manpower and for better performances and suggested the need to regulate IMC's sanitary staffs.
He also lauded the contribution of Capital DC Sandeep Kumar Singh, the CMEO, Councilors and officers and also highlighted the importance of Resident Welfare Associations. He also urged for the early functioning of Compost Plant at Chimpu.
Secretary, UD&ULB T H Tayung, emphasized on the importance of open defecation free and IEC activities and urged the officers to take it as a mission. He opined that to keep the city clean one man or one department cannot do unless whole citizens comes up and takes it as Jan Andolan.
Earlier, Municipal Executive Engineer Tadar Tarang made a detailed power point presentation on the various aspects of Swachh Survekshan, its marking pattern and components where direct observations have 25 percent of marks. He also presented how the IMC so far have achieved in this regard.
Eco Tourism Society which has been outsourced for garbage collection door to door in Ward No 12 presented a short video on Citizen's feedback in garbage management. The gathering was also sensitized with power point presentation on smart city by PWC Consultants.
The workshop was also marked with Swachhta Pledge taken by all the participants including NGOs, representatives of Market Welfare Committees, Senior citizens, Councilors, officers and students. (DIPRO)
Training for Sakhi & Saheli conducted
ITANAGAR, Dec 15: A training programme for Sakhis and Sahelis of its project area was conducted by the Urban ICDS Project, Itanagar under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)-SABLA at Don Bosco Youth Centre (DBYC) here on Thursday.
During the programme, Itanagar Capital Complex DC, Sandeep Kumar Singh and Circle Officer, Liken Koyu explained the participants about the administrative setup, role of Magistrate and ways to access its services.
Itafort CHC MO, Dr. Pumin Hiri and Itanagar Police Station SI, Pansam Mirip also took classes on ARSH, Nutrition & Health education besides, various provisions under Domestic Violence Act.
DBYC Director, Father Cyriac, Regional Office, SBI, Itanagar, Manager, Bengia Tabb, CDPO, SC Tok along with officials of CHILDLINE, Itanagar, Distrcit ICDS Cell, Yupia, ICDS Project Balijan and Itanagar Project also attended the programme.
Patel remembered
ITANAGAR, Dec 15: The 66th Death Anniversary of Sardar Vallabh Bhai Patel was observed with the theme 'Run for Unity' on Thursday.
State BJP President, Tapir Gao said that it was Patel who united India. He also informed that PM Modi has initiated 66 schemes for the people of the country and now it is duty of the BJP workers to spread awareness among the people about the benefits of the schemes.
To mark the day, a marathon race was also conducted.
ASM cum Organising Chairmen, Taniang Kipa appreciated the run for unity program while adding that run for unity programme should be conducted at every district to strengthen the party and to interact with the party members.

Obsessive compulsive disorder in dogs

Compulsive disorder is characterized by a repetitious, relatively unchanging sequence of activities or movements that has no obvious purpose or function. Although the behavior is usually derived from normal maintenance behaviors, such as grooming, eating, and walking, the repetitive behavior interferes with normal behavioral functioning. It is referred to as Obsessive-Compulsive Disorder (OCD).
The most commonly observed obsessive-compulsive behaviors are spinning, tail chasing, self-mutilation, hallucinating (fly biting), circling, fence running, hair/air biting, pica (appetite for non-food substances such as dirt, rocks or feces), pacing, staring, and vocalizing. Some dogs also show the potential for aggression.
No breed, gender or age of dog is more likely to have obsessive-compulsive disorders, although the specific type of OCD displayed may be affected by breed, such as spinning as opposed to self-mutilation. As with other anxiety disorders, onset of OCD begins early, around 12 to 24 months of age, as the dog developmentally matures (generally defined as occurring at 12 to 36 months of age in dogs). If you are observing early signs of obsessive behavior in your dog, and it is descended from a line where other dogs are affected, early intervention is critical.
Diagnosis
Your veterinarian will perform a complete physical exam on your dog. You will need to give a thorough history of your dog's health, including a background history of symptoms, any information you have about your dog's familial line, and possible incidents that might have precipitated the behavior. Your veterinarian will order a blood chemical profile, a complete blood count, an electrolyte panel and a urinalysis in order to rule out underlying physical causes or disease. 'Arun Prabha' will bring immense scope for Arunachal: NCP
ITANAGAR, Dec 15: State NCP has appreciated the step taken up by Union Minister of Information and Broadcasting Venkaiah Naidu for coming up with 'Arun Prabha'- a new DD channel that would be launched from Itanagar for catering to the needs of the entire North Eastern region in the month of January 2017.
The party viewed that with launch of the new channel, Arunachal will have immense scope for becoming a favorite film shooting destination with its beautiful landscape and rich cultural heritage of the varied ethnic tribes.
Youths of the state will also benefit in the field of film making and documentary on socio cultural activities, it said.
The society attributed launch of the channel to former Chief Minister late Dorjee Khandu who had written a letter to PR Dasmunshi, the then Union Minister for I & B, in the year 2007 for launching separate DD news channel from Arunachal Pradesh.

ITANAGAR, Dec 15: Dr Tachi Taku, Joint Director, Animal Husbandry & Veterinary has appealed to the youths to give priority to education in order to fulfill their dreams. He said this recently while addressing gatherings of Taku clan of East Kameng and Kra Daadi at Yaglung village under Kra daadi district.
"I am proud that by being the first to enter the school door from Seppa region of East Kameng, I set up an example for others to follow the same. Today many of juniors who followed my path and joined school are doing well in their life.
It's all thanks to education," said Dr Taku.
The clan members present on the occasion pledged to save environment by deciding to ban hunting, fishing and other illegal activities in their respective areas.
Demonstrations on pig-cum-fish farming conducted
ITANAGAR, Dec 15: Demonstrations on pig-cum-fish farming were conducted by KVK Lohit under ICAR-NRC on Yak as part of a two-day long training programme at various villages of Namsai which concluded on Thursday.
The training conducted under the guidance of Programme Coordinator incharge, Dr. Debasis Sasmal was held at Chongkham-IV, Kumari Khampti, Mahaloni, Kumari Kochari villages under the guidance of Programme Coordinator incharge, Dr. Debasis Sasmal.
Under the programme, they were initially provided cross-bred piglets, feed, medicines. The main objective is to popularise the integrated farming system with low cost technology. The pig dung will serve as fish feed and in turn enhance the fish growth and reduce the feed cost.

Last year also same educational qualification was set for the post of Treasury officer/
Finance and Account officer by the APPSC that has been framed for the post of Assistant
Audit officer. Many aspirant resented the education qualification as any graduate
could apply for the post of TO/FAO earlier, even APPSU also raised the issue but

Assistant Audit Officer is not going to construct building, perform surgery or conduct any research. Their job is to audit which any arts graduate can do after some induction training. It is a general post not a technical one. That’s why India’s second highest recruiting body after UPSC, Staff Selection Commission(SSC) has kept Accountancy, commerce and Business administration as desirable qualification otherwise all the graduates are eligible for post of Assistant Audit Officer. Interestingly, there is no mention of maths as one of subjects in graduation for the said post. Though the there is general studies paper which is comprised of finance and economics subjects. Then in our neighbor state Assam, graduation in any discipline is requite qualification for the same post

Every student up to class X studies basic mathematics and economics then how come arts graduate is denied chances for the said post. It may be pointed out that public service commission in other states of India recruit the said post including treasury officer (TO) through open competitive examination. Our APPSC is the only commission in India who always come up with new recruitment ideas and formulas to debar arts graduate students from taking part in the competitive examination. Going by this trend the day will come when commission would say for the post of DySPs and COs only law graduate can apply.
My humble suggestion to our prestigious APPSC is that if the difficulty lies in the conduct of examination for thousands and thousands of candidate for just few posts then may I request it can be done away by clubbing all the vacant posts together and make it a combined open competitive examination which can be conducted throughout the districts of Arunachal Pradesh in a fixed schedule manner but kindly give us the fare chance to compete. I also request APPSU to ponder upon the matter.
